Dr. Phoolchandra is a renowned and known Gynecologist and researcher. She was born on 14th April 1946 in Srinagar at Kashmir. Her father’s name was Dr. Raghunath Safaya from Srinagar. He was one of the renowned educationist. 

As Dr. Phoolchandra has spent her childhood at Kashmir she has got a very special love and longing for her native land.

She did her M.B.B.S and M.D in Gynecology and Obstetrics from Govt. Medical College, Patiala, Punjab. She carved a niche for herself over there and then got retired as Professor Head from the same college.

She had got special interest in Hindi Literature because of her close association with her father. She read the works of Prem Chand, Sharad Chander and Rabindernath Tagore and embibed their meaning into her life.

Poems, short stories, summaries, paragraphs written by her have been published in many national and international newspaper and magazines.

Her deep–rooted love for Kashmir takes the forms of many poems written by her. Being away from her motherland her sorrow took the form of words. After 20 years when she visited Kashmir her love and sorrow took the form of book written by her in hindi “Kashmir- Ateet aur Vartmaan”.
